Side note: I've never understood why 反对自由主义 in particular is translated to "Combat Liberalism" instead of "Oppose Liberalism" since all of Mao's other works that start with 反对 are translated as "Oppose", the most famous being 反对本本主义 "Oppose Book Worship"

Big tactical mistake by China to not maybe or maybe not consider what would happen if they asked Bhutan to host a Chinese base without actually asking them to do so. Speaking from experience here. I considered asking Bhutan to host a military base of mine (in the end I decided on not asking since I have no connection to Bhutan or any kind of military) and it worked out great.
