Can't fathom why you purposely would place winding stairs, if they're not needed. Even more if it's the only way to the top.

Any kind of emergency:

Go down slowly minding each step, take a long time

Try running down the stairs and break your neck

I could be wrong but I'm pretty sure some building codes mandate landings if the run of stairs is over a certain height.
