I wonder if this is also meant to be a reference to Pikmin 4, which has both Ice and Glow pikmin in it.

I think otherwise. Ice pikmin only make you walk across the water, not do stuff in the water. All the cool underwater stuff is still done with blues. They are used a bunch in caves.
