My understanding from my friend is that most of the expenses after the initial setup are from the increased electric bill, but I think it's not as bad as it used to be since LED grow lights have become more common.

Look into "space buckets". There are guides in the old place and likely elsewhere on the web.

thanks, i had never heard of that but found a buncha info really quickly by just searching for space buckets!

including guides specifically for growing weed in them lol
