a torture method is soaking ones feet in saltwater and then letting a goat lick the feet until the skin wears away.

lebron James is often referred to as "the GOAT (greatest of all time).

in this joke they said "until they brought out the goat"

it's a word play

Oh, thanks for the explanation. Didn't know, are goat tongues similar to cats I guess.
