I would like to know who examined it closely enough to be sure it is human? I mean, if I saw a bag of poo on the road I'd be assuming dog poo.

Who examined it full stop? Who's gonna put that in their rubbish bin or is it a council job?
I'd go with Council. They have people who pick up things like dead animals from roads and nature strips, I guess a bag full of poo fits in that category. Definitely better to have it disposed of properly than put in a household bin.

Savemore supermarkets has some regulars who dump half a dozen used nappies on the street outside the kayak shop next door. I've never seen them, but I'm up for kicking their car if I ever do.
If you ever do they'd be up shit creek without a paddle.
