I am surprised anyone would actually put someone in jail for draft-dodging in this age. Even countries that haven't banned conscription yet should have the sense not to make celebrities of those who refuse. The Swiss system (higher tax for refusing) seems more reasonable.
Higher tax for refusing seems like your giving rich people a pass. Unless it was really graduated to take a much higher percentage of higher income?
The Swiss rich are already taxed, this would make that higher. Hell most countries tax based on income and iirc the Swiss do to.
Obviously, but the question is what rate would be fair for what incomes/wealth. Because the target would be that the wealth distribution of those passing would be roughly the same as the wealth distribution in the country.

Your formulation implies
- there’s a fascist government
- a special armed force installed by that fascist government specifically (I.e like the SS/SA from the Nazis, or possibly the Wagner group)
While the first one is debatable, the second one is just plain wrong.

Not what you'd expect "a bunch of fascists" to do. Nearly every Israeli citizen has mandatory military service.
Surely you're not labelling an entire population based on the actions of their government?
It turns out you don't need to be a card carrying true believer in fascism to be a fascist. All you gotta do is stand by while the fascists do what they want.
Protesting is nice, i guess, but characterizing the Israeli government as "fascist" is pretty fair.
