Well, those top three rankings stay the same if you use both # of planes and budget. Most planes have very little to worry about in terms of drones, unless they are on the ground. The US just has really big and theoretically effective air power. Also, what Shrike502 said.
Fighter jets are only even "flight-ready" between ½ and ⅔ of the time, but are not flying anywhere close to that. They're also extremely expensive and easy to target when grounded.
We're at a point in asymmetric warfare where a handful of drones could visibly sink an entire carrier fleet. We'll see how much longer that "air superiority" matters, I guess
