Do consumables just refresh now? (lemmy.blahaj.zone)

I was playing the most recent patch with the dlc and noticed that my comumables replenish after a few seconds, is that normal or some sort of easy mode thing. I am also on very hard so that wouldn't make that much sense

I'm on PC too, and with a controller I use the Y button to bring up the wheel. It's less finicky than keyboard, but I'm only saying this because I'm assuming that this is how it works on console as well.
