I assume it's some kind Australian slang? Or perhaps maybe some kind of slang from one of the deep Yankee states like Maine, or somewhere up in Canada.
"they're" is "throw" (possibly an autocorrect error)
Translation of idiom: You should offer a discount for the customer who's purchasing in large quantities. Not charge more per item than for a single purchase.
