Harris will likely try to pass more left leaning goals, but she isn't going to fundamentally change the rules or change priorities based on the last conversation she had with someone. It's easier to be an opposition party than trying to control Trump.
I'm not super into the details of 40k lore, but it does seem like all space marines are male. I suppose it's plausible that's just the result of all the enhancements given to them. I think technically space marines are closer to eunuchs though.

The brigading was really annoying though, but I never noticed anything else bad about them. I don't use 'all' very much and that is probably why.
