Clearly it's far from total control since Trump still tore up the Iran deal and raised tensions in Israel, Korea and elsewhere, but I believe the deep state will defend NATO from him if they have to.
Not OP but I've read Parenti's book on this topic and I would recommend it. He uses the case of Caesar to make a good point that a lot of historians don't like and a lot of people who skim the material misunderstand.
