its just a kde pannel. i used a empty panel with it set to fit content with the icon only task manager

its also set to dodge windows

matrix has a web interface and there's many different options for clients. https://matrix.org/ecosystem/clients/

there's also signal but idk if that will suit your needs

there is revolt that is like discord but it is open source. downside is it is not e2ee

a lot of people base there personality off it because they installed it from scratch and customize it exactly how it fits them. ofcorse that's not going to be everyone because everyone is different.
