You're not "allowed" any speed greater than the limit.

If a cop decides to not pull you over for speeding in the passing lane, that's up to his discretion.

If a cop is missing his quota targets for the month, and you're speeding to pass, you're getting a ticket. (And yes, cops do have quotas, they just aren't called that anymore. Source: police in family).

Sway is from changing lanes too quickly. Or you're doing something. Or something wrong with the vehicle.

(The sway you experience is because you're over-correcting, after changing lanes too quickly, clearly you need some more time practicing how to drive - you're an accident waiting to happen).

Edit: forgot to say the speed limit is the speed limit. There's no separate speed limit for different lanes.

At first I thought PADDS were dumb as fuck.

Now though, I switch between phone, tablet, laptop, desktop, all the time.

I sometimes hand a device to someone else to show what I'm talking about, then grab a different device to continue what I was doing.

Coming from the mainframe era (which TNG did, PCs were just starting to become known to the average person when production started), it made sense. And today we have virtually the same thing if we choose - keep the data elsewhere, portable device is just an access point.

Sometimes it's just easier to hand someone a screen, and if they're simple to produce, why not?
