Yup. The idea is that it protects your head from overheating. You wear it so that there is a pocket of air between your head and the hat, so it's basically insulation.

Honestly I'd say that stonetoss content should not be amplified. He's whistling to all the Nazi dogs in most of his comics, and it's part of a conscious strategy to occasionally release something innocuous in order to onboard a wider audience to his more sinister stuff. Typical stormfront behavior, where they infiltrate spaces by being initially friendly in order to build bridges to and for their in-group.

Hmmm, I initially wanted to agree with the OP, since the whole "Pravda" thing is a naming scheme from Soviet times, but apparently it's reasonably well regarded:
