quick question does Ubuntu OS run within a Windows Operating System? I can't clear space for a new partition, attempting to run programs to read ip address of rasp tiny computer (zerobytes.monster)

as it states in the header, I am trying to use the Ubuntu OS on a windows computer that I am not by currently. I am hoping the Operating System can work on a Windows to perform functions of ip address retrieval that powershell is not registering or succeeding in writing to SD cards meant to power mango or raspberry pi
