I've just been lurking and enjoying the pretty themes, but I find myself finally needing to ask: why is it called rice?

Unfortunately, racism.

It's a term from the car-modding scene. "Rice burner" was a pejorative term for badly-customized imported Japanese cars with more flashy looks than performance upgrades. It then came to just mean "heavily visually modified", and installing such mods was called "ricing"

Always pissed off by the folder icons in Gnome. They haven't changed in decades.

These are not the default folder icons, there are from icon theme called ePapirus. I forgot to mention it, I will edit my post to include that.
