Pretty much the title. I have the base game on steam but would like buy an upgrade to activate as many DLCs as possible. Should I just buy the latest?

Edit: ok, The Elder Scrolls Online Collection: necrom or Deluxe Collection: Necron seems to be what I'm looking for.

Edit2: oh, and it's on sale now!

each year of DLC goes discount at least once during the year. MSRP is $35 each year.
