Blisters and foot pain

So the past 2 months I have started walking a lot. At first it was fine. My goal is for it to help lose weight and I enjoy walking at the park. But the past few weeks my feet keep hurting more frequently.

I thought it could be my shoes so I bought a new pair that is better for walking and has better air flow. But even though I'm walking less than when I started. Originally around 4 miles now 2. I keep getting blisters behind my toes and when I get home it hurts to walk. Almost like pins and needles.

Should I just keep walking more and build up calluses? Or should I change up my routine somehow? Atm I walk about 3 times a week, averaging 2-4 miles a walk.
