I second that, it's medium sized, and you don't have any neighbors that are overly aggro.
If it is your first time I would recommend something small like Belgium just to see how things work. Dick around for 1-2h and leave it at that. If you are still kind of a noob I would recommend a major power such as France since its almost impossible to completely fuck that up. If you want something interesting Japan or Brazil are cool imho.
Russia can be fun, but be ready to suffer early game until you build productive forces and shift to communism. After that though it's basically game over because you have the largest population and potential economy in the game.
why not some countries in the americas? Bolivia starts with 2 puppets and can form the peru-bolivia confederacy or go colombia/venezuela and form Gran colombia, and from both you can eventually form the federation of the andes
I'd second recommendations like Argentina people Brazil, being a big fish in a small pond can be nice. Also being a colonial possession of a powerful country can be a nice way to learn more about the systems without having to be your own guarantor.
I actually really like playing as Chile. You could also play as Japan and just have fun in Eastern Asia. Just don't piss off China.
disclaimer: I do not know anything about vicky 3
i like peru because its got a decent amount of gold in it and its semi challenging iirc
