As usual, Trump is openly saying what he will do, in an attempt to immunize himself from liability for doing it. Accusing others of committing outrages and crimes is another way of doing that, and his admission that he's done what he accuses others of doing. Both are attempts to normalize his foul conduct.

If anything, Trump understates the violence, discrimination, and retribution he has or will foment or engage in.
