Always was. It's how he got elected. Go way back to his debates with Hillary.

Trump: the system's rigged

Hillary: you don't pay taxes

Trump: it's because I'm smart. Your friends & donors use the same rigged system

To be fair, plenty of anarchists on Lemmy advocate for not paying taxes. A better example would be the fact that he's admitted to sexually assaulting women and passed it off as being something that everyone in Hollywood does.
