I mean the first website you posted (wikitravel.org) also seems alright to me? It has useful advice (at least for my city) and the content seems to be licensed under Creative Commons... I wasn't aware of the exact background anyways... But: I found some nice tips on Wikivoyage on my trips. Often some insider tips, because it's not a well known website 😉

The information in wikivoyage seems to be based on wikitravel from what I looked at, but more updated
