Not sure what you're talking about with the CIA plant stuff. But it looks like he did his time and reformed after smuggling aliens. Good for him.
The CIA plant is more of a feeling tbh, given his background and current doings. Probably uncalled for. But people who are capable of doing what he did usually don’t reform… It’s hard to go from seeing human beings as tools for your enrichment to actual human beings.
