Record it by pumping it through the homes of the water company executives, and have them measure every last bit with a little measuring cup? No? Shame

Seems rather a hygenic option for the people your describing.
Would not a dyalisis machine be more efficient.
If you are worried about some firms finding the funding. We can propose a reverse anal filtering system just requiring them to fund a hose and vomit bucket.
