All the data is from last year to this year (IE 1 years worth of differences). And this is averaged out, so 2.0+ rent increase or decrease over a large area is a HUGE number. What I would like to see is vacancy rates in the same areas.

That's what i would like to know. I'd say more seasonal. The drop is so insignificant I am surprised they wasted the time on it. The biggest drop was like 3.8%. That's not going to help anyone but those in the most dire of straits.
