Open world games can be played in a lot of different ways depending on your playestile you might care or not care about it's limitations. So just because feature X is missing doesn't mean it would matter to everyone or it's automatically a bad game.
In those Reddit threads almost everyone seemed like they had second hand information or it was just a meme that was constantly repeated.
That's pretty much why these traditions are there, just like people don't actually believe in Santa similarly you don't have to believe in Jesus to enjoy a winter holiday/break and excuse to see friends and family

It depends on the country, in Greece it's usually free, maybe in touristy places or if you order bottled water you will be charged, but otherwise most places will give you cold tap water for free.
