Yes, if the underlying engine is designed to support it. There are standard web APIs for accelerated graphics, compute, offline storage, Bluetooth, push notification, environmental sensors, phone book access, camera, local storage access, and so on... A decent PWA is indistinguishable from a native app.

Most supermarkets in the UK have battery recycling bins, and they're not uncommon in France and Germany. I've been systematically replacing all my batteries with rechargeable the past few years, though, and I encourage other to do the same.

It won't, not exactly. The law doesn't require that you be able to message between, say, WhatsApp and iMessage. It only requires that those services allow connections from outside their walled gardens by publishing APIs. Those APIs will spell out what's expected of the client in terms of encryption schemas.
