You seem to be not comfortable with cli tools and Handbrake was already mentioned so next you could try Movavi Video Converter but I recommend v21.3.0 you can get it from lrepacks (trustworthy) because it is better in features than their latest version.

Mostly cause the satisfying functionality/usability and least laziness to move on to another platform. Also I am subscribed to many news, software and dev channels on Telegram so I just sticked with it. What's the file name or better the full file path? Try check in your quarantine.

Sooo... you are looking for an older version of the game that doesn't require steam installed? But what if the lastest version of that game could work offline too without Steam installed but bundled with a Steam Emulator? Or maybe you still want the online functionalities too but just without installing Steam at all? Cause I need to understand what your actual problem is before I can give you a solution.
Anyways here is what I would do:
- Download Steam to get the game files
- Uninstall Steam
- Setup Goldberg Steam Emulator using Goldberg GUI
- Play the game offline (Goldberg also supports LAN if you wanna play with friends)
