You just need to enable the disable option on windows, and I just learnt how to burn a dvd on windows 10.

I am going to install libdvdcss when using handbrake to rip dvd, especially encrypted DVDs.

If you want customized editing options, you can rip DVD to iPad or convert DVD to MP4 on Mac or Windows using paid software.
