@[email protected] No, it doesn't look like there is a way to fully disable Chromecast.
AFAICT, there used to be a flag that could be disabled, but that seems to have been removed by Chromium.
But if you look up how to disable it in other Chromium based browsers (mainly Chrome), the instructions might also work in Vivaldi.

Our #browser has #Wikipedia as a default, both as a web panel and a search engine (which means you can perform searches in Wikipedia by typing W followed by a space and the search term right from the address bar!)

Sorry to hear about your troubles with Vivaldi.
When a site is "blacked out" in the main window, does it open normally in a private/guest window or new user profile? Wondering, whether an extension or setting might cause the issue.
Re: translations, how long were the texts you tried to translate? Automatic language detection doesn't work on single words and short sentences.
Please describe the issue with toolbar customization in more detail.
