All the rules have been exposed as toothless and being reliant on acting earnestly in good faith. It really doesn't work in a partisan environment and it wasn't built for a two party system.

Sarah Jane was good. But it was intentional as a childrens show and had a great lead.
The current plan is that anyone can go there and they can use whatever they mine but they won't have permanent ownership of a territory. This will be fine in the short term when it's just one or two small research bases.
But your second point doesn't really apply. They will just be mining for water and oxygen and carbon and steel. It will be used for self sustaining the base. The moon didn't have an ocean so there aren't concentrated veins of ore. Everything is pretty evenly mixed so it isn't very good for mining rare metals.
The problem is that when it gets warmer they're more likely to release it instead of holding it in the soil. It's easier to store carbon when it's cold.
This was always wrong as a meme though. They weren't talking about price of bananas at the store. It was a frozen chocolate banana dessert stand in LA on the beach. 10 dollars isn't an unreasonable price for basically a food truck item, her guess was higher than the actual price listed but it's not unreasonable like the quote suggests.
They hire literally everyone, including people that don't normally ever work that type of job. Only like a third stay after the first week. And it's still more money than fast food.
