Are the Crusader platforms going to have content on them in 3.20, or are they just adding the zones for now?

Adding three new points of interest in Crusader's atmosphere, providing new locations for missions and loot.
I imagine that means they will basically be like bunker missions.
Evocati is testing Master Modes. Hasn't CIG said that would be implemented in 3.20? Why isn't that listed?
I think that's all it is... Testing. Last I heard they no where near fully implementing master modes yet. I don't think the team has even fully pinned down the Browning of the test ships yet, let alone the rest of them.
