The character seems to be Shamiko (Yuuko Yoshida) from Machikado Mazoku (The Demon Girl Next Door).

I haven't found the artist. Google, TinEye, and SauceNao can't find anything.

Yes, I recognise the character, but had the same lack of luck when reverse searching.
