Not even. When I had my car broken into they refused to even come and look. They just told me to fill out some form online. Nothing happened. Absolutely useless.

I would argue that they’re trained very well, albeit skewed toward defense tactics. I believe many of these problems would happen less often with a refocus of training and systemic emphasis on deescalation and conflict resolution tactics.
