Yes. Mekanism and Immersive Engineering both use FE, they just change the name. This means you can use their energy interchangeably. That said, the Mekanism generators have a lot higher energy output than anything Immersive Engineering has, but that might not necessarily be a problem.

Create, by default, has no way of generating FE power. You need an addon for that. There's a couple different ones out there, depending on the version.

I’m setup with the All the Mods mod pack, but I thought Immersive Engineering used a different power system than Mekanism and they weren’t compatible (RF?). Create though has an electric motor that potentially is compatible, but I’ve not messed with enough to know.

Majority of tech mods that have electric power use the same power with different names. Like Immersive Engineering and Mekanism. Only exceptions that i've come across are Industrial Craft and Greg Tech

FE is just rebranded RF. RF comes from the words "Redstone Flux" an energy source that was mainly used by Thermal Expansion 3. TE1&2 used MJ, but that has fallen out of use completely. FE stands for Forge Energy and is practically identical to RF apart from being baked into the Forge modloader, and was introduced in 1.12, where as RF was introduced back in 1.6, before RF was spun out into its own mod.

And a lot of mods use one or the other behind the scenes while renaming the front-facing energy system to something more thematically appropriate, which is what IE does with its IF. Immersive Flux is just a different brand of RF, which in turn is just another way of saying FE. Think of it like bottled water.
