A couple of ideas from me:
To get things going, an introduction thread, so that anyone whose currently around has a chance to start a dialog with each other, or an "ice breaker" so to speak!
Also, a weekly "Let's chat / How is your week going / Venting" thread could serve as something that I can imagine everyone here would appreciate. I tend to notice that communities are often ran on news and shared experiences, often times I find that when I enter a community I'm not 100% sure what is allowed and what isn't allowed so I don't want my first impression to be posting something that isn't acceptable. While I suspect that there would be no issue with a thread like this in this community, for me (and I imagine a ton of other people) the hardest step is getting your foot in the door.
Networking with relevant communities can help increase subscriptions and engagement. Ask them if you can promote the community via their sidebar and make a post. Also, I think we need to depend on a few users to make the majority of the posts for a while until we get more subscribers, so maybe just post away. I can help with that. Lastly, I think that memes help to remind people that the community exists and keep it in their minds as they scroll through their feed.
