I lived in Coles County for a while, and I always figured it was I-70. But as @RidgeRoad suggested, it looks like US Southern District Court pretty much nails it.

That's highly subjective. I tend to think of it as i-64 and South but I'll go as far north as i-70
Edit: on the Mississippi river side I will go as far north as Godfrey.
I think the same thing -- south of Mt. Vernon, although along the Mississippi it covers the STL Metro area.
