Box looks like Dowdle, but quality seems more like Sure-Lox,

I could not find anything other than Kodak but picture does not match Kodak puzzles.

TCG licensed the picture 2017 . I suspect TCG made the puzzle for sale as a tourist item, the magnetic close box is really nice. TCG makes Sure Lox, and the puzzle seemed like a Sure Lox. I also found a Montpelier in Kodak puzzles, but their picture is cropped differently.
