Did you even read your own link? The Wikipedia page makes it clear that Japanese apologies for war crimes are wrapped in controversy due to their often half assed nature/delivery and/or continued outright denial of some of their most egregious crimes, such as comfort women.

Your link honestly supports the meme more than it disproves it.

Thats insane, here in Germany we spent a big chunk of our history lessons talking about what happened in Germany in WW2, we even visited a concentration camp.
