Are the bolded numbers the starting numbers? In that case, one of those circled numbers was a starting value, and swapping them would essentially result in a "different" puzzle.

This. There aren't multiple solutions because their orientation is set by the one given number. Intentionally so.
looks like the 9 in the bottom box is a pre-filled number, so couldn't be swapped
I’ve had a couple of those in the past where there is something like this. I think it’s a low chance but it is perfectly possible for it to happen.
