What exactly are people upset about? Other discussions on this topic appear to mostly involve people who already know what's wrong. Something about new player experience and bots?

Bots, there's millions of bots and basically nothing has been done for years about it.
The game is dying, the vast majority of players are bots that idle for items.
It would be okay if they were idle bots, they're bots using cheats that go into random lobbies to ruin the game.
Cheater bots only make up like 1% of the bots in tf2.
But they make up enough of the population to make it highly likely to run into one in a public match
Bots are bad again, to the point that you can't even votekick them
