What is he saying then? Because it looks like the judge ruled the horrid behaivor of one imdividual was just cultural. That sounds to me that the judge was racist.

As a conservative, I believe in:
- Children getting more protection and less freedom than adults
- Equal treatment of all under the law
This story is an outrage according to those values

You’re correct, the consent age of 13 is with the provision of someone else of the same or older age consenting.
Even still, the full age of consent in some states can range from 14-16. Not much better.
This is true liberalism. To be multicultural, you have to accept the differences in culture. What neoliberal expansionist say, however, is that liberalism is the culture of humankind.
