In television, the characters that come to mind are Major Frank Burns and Major Charles Winchester on MASH, Boss Hogg on Dukes of Hazzard, The millionaire character on Gilligan's Island. Frasier has some of what I am looking for.

Movies are easier to find but suggestions are still welcome. The Best Little Whorehouse in Texas has the vibe I am looking for but also the child welfare worker in Hunt for the Wilderpeople and Pappy McDaniel in Oh Brother Where Art Thou.
