Yes, i have the same issue. I downgraded the org.gnome.Platform runtime and my cursor is back to normal size.

Thanks for the input, I think this confirms my hypothesis that it is in the newer GNOME apps. The ones ive tested are flatpaks but they are very recent versions or nightly versions, so them having unstable dependencies could be the issue.
