The wheels being pretty low down to the ground could be a problem I think.
However since the Wolf Warrior scooter has a tiny metal-looking tongue thing at the back, there are some non-permanent DIY possibilities 😁 they are pretty jank though, and if you (hopefully don't) get into an accident, the metal could end up causing additional injury, so just be careful.
You could attach a bicycle pannier hand cart adapter to it, like one of these things that I have:

There's another quick release piece that locks between the holes, but I can't find it at the moment!
Assuming you're in the US, I tried to find one on ebay for you but couldn't get any results, so you may have to look around.
Another option would be to get a wall shelf angle bracket, bolt the bottom to the rack at the back of the Wolf (using some large washers or maybe a metal bicycle handlebar accessory mount), and drill out the other hole on the angle bracket so it can fit the pet trailer's bike wheel attachment.
Worth grabbing a trailer first (second hand ones are pretty cheap) and have a mess around. If you go for secondhand, you could consider a baby trailer instead - they may be able to attach directly to the scooter wheels, depending on whether the rod that connects to the wheels is fixed at the baby trailer's lowest point (instead of other trailers that sometimes have the connecting rod extending from the middle of the trailer)
