It's very likely that ceratosaurians like carnotaurus would have lost most, if not all, of their feathers, we also have lots of skin impressions from carnotaurus showing scaly skin.

We have skin impressions showing that triceratops was mostly covered in scales. It also very likely that ceratopsians as a whole did not have feathers.
