i'm probably at a 2 or so? hard to say
but tbh he never really cared about that, he tossed it out whenever he wanted and by the end was very clearly just throwing whatever numbers sounded cool into the mix. he'd probably prefer we all started making more vegetable puns in our day to day life
I'm pretty sure the whole concept was always meant as a joke to show how flawed the whole Frieza force's worldview is but then was taken seriously by the fanbase and he just went with it
