I never played Morrowind, what makes it so Juche?

Nothing really.

If anything I'd argue the meta-narrative is sorta pro-colonialism, the Dunmer are always presented as being super racist, backwards, superstitious and chauvinistically nationalistic, meanwhile the Empire is corrupt but otherwise, seems to do an alright job of administering the area, and even implementing some progressive reforms. It's almost an r/neoliberal game. But that's a kind of off the cuff read, a super-fan maybe could do a deeper dive.

Overall I think the game was just really big into lore and world building in a really cool way, I don't think the writers were mulling over real world political allegories much.
