I think, the idea is that you don't need a keyboard shortcut for the hamburger menu, because the regular menubar contains everything and is fully keyboard accessible by pressing Alt.
But yeah, that it can't be removed is there to protect regular users from themselves. If you're a power user wanting to remove it, then that (and much more) can be done with userChrome.css. See, for example: https://www.userchrome.org
